Labour Commissioner Orders Registration of Employees under the Employees State Insurance Scheme; Non-Compliance of orders will Result in Termination of the Establishments
Imphal, 14th September 2022: Labour Commissioner, Government of Manipur, on Monday, ordered every establishment in the state to enroll their workers under the Employees State Insurance Scheme.
Under the Employee State Insurance Act, 1948, it is mandatory for shops and other establishments employing 10 or more persons to enroll themselves under the Employee State Insurance Scheme. The scheme is presently applicable to shops, hotels, restaurants, cinemas, road motor transport, newspaper establishments, medical institutions, and educational institutions, (Public, private, or aided) and Municipal Corporation within the limits of Imphal Municipal Corporation.
The scheme covers workers with a monthly income not exceeding Rs. 21,000 /- per month (Rs. 25000 for workers with disabilities) and provides the following benefits, a monthly contribution of 4% of monthly wages (3,25% by the employer and 0.75 % by the employee).
Those enrolled can enjoy a lot of benefits from the side of the government,
a Medical Benefit Free Primary and secondary medical care and super specialty treatment with no limit on the cost of treatment and medicines (CHGS Rates)
b Sickness Benefit Payment of 70% of average daily wages up to 91 days in case of sickness of the worker.
c Maternity Benefit Payment of 100% wages for 26 weeks in case of normal delivery for the first two surviving children. Thereafter. for 12 weeks. Miscarriages – 6 weeks and adoption – 12 weeks.
d Disablement Benefit Pay on employment of 90% of average daily wages on employment injury as long as disablement lasts.
e Dependents Benefit Payment up to 90% of average daily wages to the dependents 0f the insured person who dies as a result of employment injury.
f Funeral Expenses Payment of Rs. 15,000/- for the funeral of the insured person.

However, the commissioner said that despite being a mandatory scheme, it has been observed that a large number of establishments are willfully not enrolling their workers under the scheme thereby depriving them of the benefits provided under the scheme. The commissioner also appealed to all the establishments to kindly register their employees and themselves under ESIC.
An inspection of your establishment will be conducted after 30 days from the date of notification to check for enrolment of workers under the scheme. Non-enrolment of workers or any failure may attract penalties including cancellation of registration of your establishment.
The commissioner also ordered to contact S. Seikholun Mate, ESIC DCBO, Imphal for any difficulty and assistance regarding registration/enrollment. may be contacted during office hours at ESIC, DCBO, Imphal Office at Keishampat (near ICICI Bank).
