MPCC demands assurance for territorial, administrative, and socio-economic integrity of Manipur from Home Minister

Manipur Pradesh Congress Committee Vice President Hareshowre Goshwami in a press conference held at Congress Bhavan on Thursday stated that the current scenario of Manipur is full of terror and commotion. He said such kind of situation is the first time in the history of Manipur which continue for more than a month. 

Retaliating the fact that Manipur's turmoil transpires during BJP Government citing the occurrence of June 18th- on which Manipur had witnessed large-scale violence that resulted in 18 deaths, on June 18, 2001. The government led by Atal Bihari Vajpayee at that time had extended the ceasefire with NSCN-IM beyond territorial limits. 

Goshwami further adds that the present ethnic crisis also occurred during BJP. The promise made by BJP "Sabka Saath Sabka Vikash" turn into "Sabka Saath Saabka Sarvanash". 

He further that "Narco terrorism" is also one of the major factors of the present unrest. Destruction of a poppy planter is also an important step but more important is intercepting Drug cartels who are the financers of poppy cultivation, said Goshwami. 

"We are still yet to thwart the drug cartel, those druglords mainly hold a powerful position in the state".

Goshwami cited an example of Lukhoisei Zou's case and the Loyangamba Ithocha International Drug cartel. 

Goshwmi also alleged that allowing the entry of Myanmar PDF in Manipur is also one of the main reasons for this brawl. He asked how this new insurgent group established in 2021 entered Manipur and how Indian and state forces allowed such an insurgent group to penetrate Manipur's border area. 

He said another root cause of the present violent conflict, is the Kuki Chin separate administration or "Kuki land" which started in 1960, and in 1965 they initiated for greater Mizoram campaign in Churachandpur. On 24th September 1992 Kuki National Army (KNA) submitted a memorandum to the Prime Minister for the unification of Kuki inhabited areas, said Goshwami.

"What we witnessed today transpire from a long-due demand from kuki chin's aspiration of greater Mizoram."

However, the central government has been managing these issues tactically but the present BJP govt failed this time, allege Goshwami.

He alleged that the present government provoked them to burst their prolonged aspiration as they fails in its strategic process of maintaining the law and order of the state while dealing with illegal immigrants and narco-terrorist.

Recounting the resistance that erupted on 28th April at Churachandpur, the CM responded that the violence that erupted on the 28th is not a big issue and said to wait and see how the govt responded to such vandalism. That answer itself has flared up their anger towards the state government said Goshwami. 

Goshwami said, "Manipuri nationalism was there since inception, and I took a keen interest in upholding the values of Manipur's nationalism where different communities reside peacefully under the banner of Manipur but as we submitted our state on the wrong hand we lost our state nationalism". The dream of Manipur nationalism was shattered in a month by the misrule BJP Government at the centre and the state.

Goshwami further alleged Amit Shah was responsible for the current flare-up of violence in the state. He said his visit was too late, we could have avoided it if he intervened on time. 

If SoO remains confined in its designated camp Manipur will return to normalcy said MPCC Vice President. And asked why the government fails to confine SoO militants in its designated camp.

Amit Shah on the integrity of Manipur said, his previous stand will remain upheld and said not to provoke any questions that disrupt peace to a reporter in a conference held at CM Secretariat during his three days visit to Manipur. This statement itself is questionable to his integrity stand. 

Goshwami said Amit Shah wasn't clear about integrity, his statement reveals only the protection of territorial integrity. But Congress demands the assurance of administrative and socio-economic integrity in the state. 

Amit Shah's response drives us suspicious that the administrative breakdown might occur in the future said Goshwami.  

He said, "Amit Shah's silence makes us raise lots of questions, and alleged that is it their conspiracy to generate more violence in the state to evade difficulty in giving solutions to both parties". 

MPCC Vice president also suggested five points for resolving the present ethnic crisis:

  1. Immediate control and confinement of Kuki militants under SoO,
  2. Assurance by GOI not to disturb the territorial, administrative, and socio-economic integrity of Manipur.
  3. Relief and rehabilitation of all displaced violence survivors. 
  4. Immediate action against Narco-terrorist, including poppy planters and drug leagues like the Itocha Drug cartel.
  5. Identification and deportation of illegal migrants within a time frame
