Sit in Protest demanding dismissal of SI Jitendra- the prime accused of the alleged custodial death of Arambam Nanao
In continuation of demands to probe the alleged custodial death of Goldsmith Arambam Nanao - JAC against the brutal killing of Arambam Nanao staged a sit-in protest on Tuesday at Kangabam Leikai.
JAC Advisor and Meira Paibi Leader Laishram Mema stated that they have submitted a memorandum to CM with a charter of demands for justice to the bereaved family. Following the assurance given by CM, they agreed to a Forensic Laboratory test for the dead body, however, until the four-point memorandum to the CM is fulfilled they are not going to accept the dead body. The four points memorandum demanded to initiate a judicial inquiry against sub-inspector Jitendro and others allegedly involved in the death of Nanao.
The memorandum also demanded that the police should disclose the identity of the person who lodged a complaint against Nanao at the police station.
It also demanded that the government should provide a government job to the wife of the deceased.
JAC also earlier have warned the state government that the victim’s family and the JAC will not accept the body if the government fails to fulfill the demands.
Laishram Mema further that such a kind of killing by police is resonating with the incidents of fake encounters which were very much prevalent in our state under AFSPA. And it is a very dangerous and shameful state of affairs that needs to be check-on time. She also urges the government to seriously probe the matter and bring justice into action, not just mere saying. JAC demands to complete the judicial proceeding within five days.
Earlier on 6th May, the Civil Society Coalition on Human Rights in Manipur and United Nations (CSCHR) has also urged the Manipur Human Rights Commission (MHRC) to monitor the ongoing investigation into the case of Arambam Nanao, 37, who allegedly died in police custody on May 2 after severe torture.
In an application to the MHRC chairman on Friday, the Rights group urged the Commission to ensure that a prompt, thorough, independent and impartial investigation is being conducted as per the United Nations Minnesota Protocol on the Investigation of Potentially Unlawfully Death, 2016 and also following the guidelines issued by the Human Rights Commission pertaining to custodial death.
In its fact-finding reports, CSCHR stated that Arambam Nanao, a residence of Sagolband Khangabam Leikai in Imphal, was picked up from outside of his house forcefully by a police team that came in a civil dress was witnessed in CCTV footage. The whole scene was also witnessed by his mother Arambam ongbi Kombirei, it added.
When family members visited the police station, sub-inspector Jitendra demanded Rs 5 lakh from the family to secure the release of Nanao, said the Rights group.
It further stated that the family members demanded to see Nanao. However, when Nanao was brought out for the police lockup, he was reportedly limping and also requested the family to arrange the money as soon as possible. The family requested Jitendra to give time till 5 pm but he insisted that the money be delivered by 3 pm, it added.
An arrest memo signed by Thokchom Jitendra Singh, SI of Imphal Police station, was handed to the family. The memo neither mentioned the reason for the arrest nor the time and date of the arrests. Moreover, there was no sign of any witness in the memo, stated CSCHR in an application.
