Biren Singh called it a “crime against humanity”. The government had taken suo moto cognizance of the video and ordered a probe into the matter.
The Manipur CM added that the state government would make all efforts to ensure that capital punishment is meted out to those who had allegedly raped the two women seen in the video in a field.

Reportedly the husband of one of two women paraded naked and molested by a group of men in Manipur is a Kargil war veteran who lamented that though he protected the country but could not save his wife from being deflated. The incident which sparked condemnation countrywide came to light when a video shot on May 4 surfaced on Wednesday night.
The husband had served in the Indian Army as a Subedar of the Assam Regiment. “I fought for the nation in the Kargil war and was also in Sri Lanka as part of the Indian Peace Keeping Force. I protected the nation but am dejected that after my retirement, I could not protect my home, my wife, and my fellow villagers... I am sad, depressed,” he told a Hindi news channel.
He said that on the fateful May 4 morning, a mob burnt down several houses in the locality, disrobed the two women, and made them walk on the village paths in front of people. "Police were present but took no action. I want all those people who burnt the houses and humiliated the women to get exemplary punishment," he said.

The State Police is making all-out efforts to arrest the other culprits at the earliest. Raids are continuing," the Manipur Police said in a Twitter post.
More than 160 people have lost their lives, and several injured since ethnic violence broke out in the state on May 3, when a 'Tribal Solidarity March' was organized in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status.

Mass condemnation comes to the fore. The women's Civil Society group, Meira Paibis Organisation vehemently condemned the “monstrous and barbaric act” targeting women and lamented that such “social evil and menaces” is intolerable amidst this strife-torn situation in Manipur.

The mass protestors are outraged at such incidents and, in very strong terms, condemn atrocities and sexual assault committed towards women.

The women's organization said it is deplorable that women's bodies are being targeted as a means of revenge. They said they firmly stand in solidarity with all the victims of sexual violence irrespective of any communities, offering their unwavering support and calling for action to be taken up against those culprits.

The violence has erupted since May 3rd and it's continuing to affect all sections of society. Amidst this strife-torn situation of the state, some mobs are taking advantage to target women to commit their sexual offenses, which is dismaying and reflects the effete mentality of mobs.
The different women's organization urges the community to unite against such acts, fostering an environment of respect, equality, and empathy.
The women's organization calls for a society where women are valued, protected, and empowered.
