Manipur Crisis: FIR Registered Against Annie Raja, Nisha Siddhu, and Deeksha Duivedi

An FIR has been registered against Annie Raja alleged General Secretary of the National Federation of Indian Women (NFIW), Nisha Siddhu, NFIW National Secretary; and Deeksha Duivedi, Advocate, at the Imphal Police Station for allegedly hurting the sentiments of the Meira Paibis in the state.

The three were booked on Saturday, the 8th of July 2023 at Imphal Police station for disregarding women Meira Paibis of Manipur and terming the protest of Meira Paibis against the resignation of Chief Minister as "stage-managed drama". They have also been booked for terming the May 3rd Riot in Manipur as a ‘State-Sponsored Riot/ State Sponsored Violence”.

Further, as reported in the Nagaland Post, dated 2.7.2023, the above-accused persons also stated that they had also met the affected people of both communities and concluded that they witnessed it as a State-sponsored violence in a Press Meet.

The petitioner noted that, owing to the current law and order situation of the State, the Chief Minister of Manipur, as a responsible leader and taking moral responsibility, decided to resign himself from being the Chief Minister of Manipur. However because of a huge protest from Meira Paibis and the general public raised that he should remain as Chief Minister and cannot resign at this critical hour, he was compelled not to resign from the Chief Ministership.

The said three accused (one of them belongs to a political party, CPI) in complete disregard of facts have abused the woman Meira Paibies of Manipur and have termed the protest of Meira Paibis against the resignation of the Chief Minister as "stage-managed drama".

Not only this but the May 3rd riot in Manipur is also termed as 'State Sponsored Riot'/ 'State-sponsored violence' without any conclusive evidence. Such a statement is a conspiracy to overthrow a democratically elected
government by instigating people to wage war against the Government writes the petitioner.

Further, in a Press Meet, the above-accused persons also stated, "We have also met the affected people of both the communities and came to the conclusion that it is State-sponsored violence which we witnessed in Manipur" as reported in the Nagaland Post dated 2.7.2023.

The above-accused persons also concluded that 'the people on both sides want peace to return and the State Government should put in sincere efforts to bring normalcy'.
It is worth mentioning that the Ministry of Home Affairs by issuing the Notification dated 4th June 2023 under No. S.O. 2424(E) & exercising the power conferred by Sec. 3 of the Commission of Inquiry Act, 1952
appointed a Commission of Inquiry consisting of (1) Hon'ble Justice Ajai Lamba (Chief Justice Gauhati High Court Retd.); (2) Himanshu Shekhar Das, JAS (Retd.) and (3) Aloka Prabhakar, IPS (Retd.) for making an
inquiry to the incidence of violence in Manipur.

Given the narrated facts and circumstances, an FIR has been registered under sections s 121- A/124/153/153-A/ 153-B/ 499/ 504/505(2)/34 of IPC.
L. Liben Singh (53 years), son of late Sanoujam Pholo Singh of Heingang Makha Leikai filed the FIR at the Imphal Police Station.
