Konsakhul Village Authority condemns the violence on ‘innocent people’ at Leilon Vaiphei

The Konsakhul Village Authority condemned the savages act perpetrated by the illegal immigrants at Leilon Vaiphei on Monday and Tuesday against the innocent civilians in the strongest term.

At the violence 12 people were badly injured and 2 persons are in serious condition and currently hospitalised in Imphal.

The two innocent civilians were brutally assaulted/attempt to murder and kidnapped by the illegal immigrants at Leilon Vaiphei village while coming back from Leimakhong on scooty and the scooty they are riding on was also burnt into ashes without any reason or provocation.

Besides, a JCB excavator owned by Edal Singh r/o Singjamei, Imphal was also vandalised/damaged on the same day and same place. While, a group of tourists coming to Konsakhul waterfall and some pilgrims coming from Imphal for the purpose of pilgrimage to Kounu Leirembi were also stopped and harassed at Leilon village by the illegal immigrants without any reason.

The Konsakhul Village Authority said while the root cause of all the above mentioned problems can be summed as over the years, unfortunately in Konsakhul area under Kangpokpi district the uncontrolled influx of illegal immigrants mainly from Myanmar being facilitated for the vote bank politics and electoral gain in the last 50 years in the state of Manipur has caused rampant settlement in our area.

The organization said “over the period of time, these illegal immigrants have gained a demographic edge over the indigenous communities. In 1950, there was only one Vaiphei village called Leilon but today the number has exponentially increased to 26 villages. However, contrary to it, the only genuine indigenous village in the area i,e. Konsakhul village remained as it is without musrooming it's hamlets. These musrooming of illegal villages were backed by its militant groups in connivance with the district administration supported by the state politicians”.

Further, the organization said “taking advantage of their numerical strength and demographic dominance, these illegal immigrants are indulging in rampant destruction of environment and forests, recruitment, training, free-uncontrolled extortion, kidnapping, free entry, shelter and exit passes for the illegal immigrants from across the borders, generation of revenues through poppy cultivation, logging business from the virgin forests of Liangmai, hunting, poisoning rivers with with chemical/bleaching powder, encroachment of land/create land disputes and jungle raj carried out by the kuki militants under Suspension of Operation (SoO) in the region”.

“The Manipur State as a whole is facing a major problem of migration and that potholes began with the sharing of a 398 km border with Myanmar which enable easy border crossing in the state. Those community who themselves are the outlanders have brought more people to increase their strength in social and political landscape”, the organization added.

“While, encroachment of land is one of the biggest challenges, adding land disputes and tensions in the region. The fact of the matter is that Leilon village was a tenant of Konsakhul village  and thereby a lease agreement was signed which still stands today between landlord (Konsakhul) and tenant (Leilon). The tenant used to pay royalties in the form of one kaluang (sangbai) of paddy per household of Leilon in a year to Konsakhul village chief. Despite knowing who are the real owners of the land, the state government fails to execute the impediment issue. Stringent actions should be taken against land grabbing, trespassing, land encroachment and rampant entry of illegal immigrants in the state. It is high time that the government wakes up to the situation and the problem will have to be solved and immigrants can not be placed on equal footings with the genuine indigenous communities of Manipur. If government fails to act now, our state will become another Tripura where the indigenous people are the minorities in their own State”, the organization said.
