3rd Session of the 12th Manipur Legislative Assembly Resumes Today

The 12th Manipur Legislative Assembly resumed its 3rd session at 11 am at the Assembly Hall, Chingmeirong, on Tuesday, February 21, 2023.

The session will continue for eleven days till the 3rd of March.


The session began with Shri K. Ranjit Singh, MLA, calling the attention of the Chief Minister (Home) on the reported killing of one person at Changoubung village in Kangpokpi District on 12/02/23.


While CM N. Biren Singh, Leader of the House, presented the Fourth Report of the Business Advisory Committee, 2023. The CM also presented the Supplementary Demands for Grant, 2022-23.

and the Budget Estimates, 2023-24.


According to Manipur Legislative Assembly Secretariat, MLA Surjakumar Okram, MLA Ngursanglur Sanate, MLA K. Ranjit Singh, and MLA K. Meghachandra Singh will raise questions to K. Ranjit Singh, Minister Forest, Environment and Climate Change, Agriculture Minister,

Power Minister and the Chief Minister (Home).


The list of questions includes

TREE PLANTATIONS:

Questioner: Shri K. Ranjit Singh, MLA (39-Sugnoo)

Will Minister Forest, Environment and Climate Change be pleased to state

a) How many saplings of trees were planted a year from 2018-2022? 

b) How many trees grow and flourish till the present?

c) How much money has been spent on making nurseries, shifting and plantation, and efforts to nurture their growth?

OUTSTANDING DUES FOR RETIRED EMPLOYEES:

Questioner: Surjakumar Okram MLA (35-Khangabok)

Will the Chief Minister be pleased to state:

whether there is any outstanding due for

(a) Retirement benefits and others like GPF, gratuity, group insurance, pension commutation, leave encashment, etc. for retired employees; if so, the year-wise details along with the number

(b) of retired employees who have received and also

those who have not received the benefits during

the last 10 (ten) years; and

c) the time by when the dues will be cleared?

PROPOSAL FOR THE DEVELOPMENT OF BARAK RIVER:

Questioner: (Shri Ngursanglur Sanate, MLA 55-Tipaimukh)(ST)

 Will the Water Resources Minister be pleased to state:

 whether there is any proposal to the Government of India for the development of the Barak River from Jiri Ghat to Tipaimukh village;

(a) if so, the details thereof, and if not, whether the State Government plans to make such a proposal?


AX COLLECTION UNDER MILR&LRACE:

Questioner: Shri K. Ranjit Singh, MLA (39-Sugnoo)

Will the Chief Minister be pleased to state

a) How much revenue is the government supposed to receive annually from land areas covered under the Manipur Land Revenue and Land Reform Act of 1960?

(b) How much revenue have the landowners failed to pay by 31st January 2023?

(c) Is the digitization of the land records of the hills and the valley complete?

OLD PENSION SCHEME:

Questioner: Surjakumar Okram, MLA (35-Khangabok)

Will the Chief Minister be pleased to state:

(a) whether there is a plan to restore the Old Pension Scheme for Government employees;

(b) if so, the details of the plan; and

(c) if not, the reasons thereof?

MOU WITH GODREJ AGROVET LID:

Questioner: Ngursanglur Sanate, MLA (55-Tipaimukih)(ST)

Will the Agriculture Minister be pleased to state:

(a) whether it is true that an MOU has been signed with Godrej Agrovet Ltd. in connection with the plantation of edible oil and oil palm and also for a viable Gap Payment Mechanism;

(6) if so, place a copy of the MOU; and

(c) whether there is any plan for the extension of oil palm plantations in the adjacent districts of Pherzawl?

Will the Agriculture Minister be pleased to state:

(a) the list of the name and addresses of farmers

benefitted under the PM Kisan Samman Nidhi
