In a statement dated May 29, 2024, the Government of Manipur announced that no NGOs or civil society organizations have been authorized to carry out relief work for the recent hailstorm. This declaration has drawn sharp criticism from the Manipur Students’ Association Delhi (MSAD), which finds the government’s stance both strange and troubling.

MSAD argues that NGOs and civil society groups have historically responded to natural calamities without the need for government authorization, and they question the necessity of such approval in this instance. The association also expressed bewilderment at the government’s adverse reaction to the European Union’s contribution to relief efforts, reportedly channeled through its partner NGO, ADRA.

Highlighting a perceived inconsistency, MSAD pointed out that while the government seeks foreign investment with great enthusiasm, as evidenced by hosting the G-20 Summit to attract Foreign Direct Investment, it seems paradoxically resistant to humanitarian aid from international entities during times of crisis.

MSAD further criticized the government for inadequate support on the ground, noting that many victims of the hailstorm are left to fend for themselves despite the government’s announcement of a Rs. 30 crore relief package. The bureaucracy involved in disbursing this aid has left many without necessary assistance.

Additionally, MSAD emphasized the compounded hardships faced by the people of Manipur due to recent floods and the ongoing ethnic conflict, which has led to an economic meltdown.

In conclusion, MSAD demanded an explanation from the Manipur Government, questioning why it would prevent victims of natural disasters from receiving humanitarian aid from a friendly inter-governmental organization like the EU.
