Manipur Student Unions Stage Demonstration at Jantar Mantar; Demands Implementation of National Register of Citizen in the State

All Manipur Students’ Union (AMSU), Manipur Students’ Federation (MSF), Kangleipak Students’ Association (KSA), Students’ Union of Kangleipak (SUK), Apunba Leipakki Maheiroi Sinpanlup (AIMS) and All Naga Students’ Association Manipur (ANSAM) in collaboration with Manipur Students’ Association Delhi (MSAD), World Meitei Council (WMC), United Kakching Students, Delhi, and Thadou Students’ Association, Delhi, staged a peaceful demonstration at Jantar Mantar, New Delhi, on Friday.

As per the statement of the student unions, the people of Manipur have been demanding the updation and implementation of the NRC through the available records, with 1951 as the base year as Manipur became part of India on 15th October 1949. They said that their demands are strictly based on the need for small communities in the region and the state to survive.

They furthered that the population growth rate of Manipur has always been outnumbering the national growth rate since the merger with the union of India. The state has witnessed excessive and unnatural population growth. And it won’t be able to put the mushrooming of illegal immigrants under control and identification of them will not be possible without the implementation of NRC.

To protect our land and the indigenous communities and preserve the socio-cultural identity of Manipur from the adverse effects of illegal settlements.

The population growth suddenly shot up beyond imagination and the growth rate differs in the valley and the hills of Manipur. The high population growth impacts the hills as many foreign nationals are staying there as their croppers and it will be difficult to dislodge them and will, later on, have adverse effects on our indigenous hill brethren also.

Besides the abnormal surge of population in hill areas, the mushrooming of villages is another burning issue in the state. A report last year indicated that there was an explosion in the number of new villages in the state of Manipur with many more seeking recognition from the government at present.

The sharp increase in the decadal growth rate after the cancellation of the immigration regulation in Manipur 1950 by the then Chief Commissioner resulted in a sharp growth rate.

In 1951-61, the population growth rate in Manipur was 35.04 in comparison to 21.64 in India and 24.80 in the world. In 1961-71, the population growth rate in Manipur was 37.53 in comparison to 21.64 in India and 20.20 in the world. In 1971-81, the population growth rate in Manipur was 32.46 in comparison to 24.66 in India and 18.50 in the world. In 1981=91, the population growth rate in Manipur was 29.29 in comparison to 23.86 in India and 15.20 in the world. In 1991-2001, the population growth rate in Manipur was 24.86 in comparison to 21.54 in India and 12.60 in the world. And in 2001-2011, the population growth rate in Manipur was 24.50 in comparison to 17.64 in India and 10.70 in the world.

This increase in the growth rate can’t be explained by natural birth and can only be attributed to migration from neighbouring countries including Nepal, Myanmar, Bangladesh, and some other states. However, illegal immigrants must be detected through NRC in the general interest of the people of Manipur.
