Answering Surjakumar Okram MLA (35-Khangabok) in the 3rd session of the 12th Manipur Legislative Assembly, CM N. Biren Singh announced that the existing dues of commutation and gratuity first payment will be cleared by March 2023, and the existing ROP arrears will be cleared before June 2023.
Stating further about the pending pension payment, the CM said there are 439 crores pending consisting of 93 crores of Commutation First Payment
181 crores Commutation ROP arrears, 102 crores Gratuity First Payment and 63 Gratuity ROP arrears.
CM also said that the number of pensioners who have not got First is 1121 (approx.). These Payment of Commutation and Gratuity are mainly those who have retired in 2021 and 2022. However, almost all pensioners have received Monthly Pension, GPF, GIS, Leave Encashment, etc.
Speaking further on the present pendency, the CM said that the pendency is in Revision of Pay (ROP) arrears which arise from time to time due to revision of pay and Dearness Relief (DR). There are presently 807 pensioners drawing provisional pensions OR not opting for commutation. Provisional Pension cases are mainly due to court cases, ongoing Departmental Inquiries, Vigilance Cases, etc, added the CM.
