MPCC Questions CM Biren’s Statement; Says CM is appointed to run the entire administration of a government
MPCC’s Working President Devabrata questions CM N. Biren Singh’s statement that the Union Home Minister will look after the hills and work out every possible way to restore normalcy in the hills while the CM will look after the valley region and settle the ongoing conflict amicably.
Devabrata continued that in popular democracy, a CM is appointed to run the entire administration of a government. There is no constitutional provision in the constitution for an Indian state to have two different administrative units.
Right after a crucial meeting with the Union Home Minister Amit Shah on Sunday over the restoration of peace and harmony in Manipur, CM N. Biren Singh told the media during a press briefing at Bir Tikendrajit International Airport that the Union Home Minister will look after the hills and work out every possible way to restore normalcy in the hills while the CM will look after the valley region and settle the ongoing conflict amicably.
Such a form of administration happens only in Manipur. But never did it happen anywhere in India, not even in the case of Gujarat where the same crisis as that of Manipur happened in 2002, added the Working President. MPCC under any condition will not accept CM N. Biren Singh’s consent on the Centre’s proposal that the Union Home Minister will look after the hill areas and the CM to look after the valley areas and jointly work for the restoration of peace and harmony in the state. There is no provision as such in the constitution, nor article 355 is imposed. At this, MPCC questioned the CM on giving his agreement.
The Chief Minister furthered the working President, is appointed to look after the whole administration of the state including the present conflict in the state. He must resign if he thinks he is not competent enough and unable to work out any solution.
The Working President furthered under what conditions the Central Government has given its assurance that the Government will hold talks with the Kuki militant groups under SoO and the Myanmar-based Chin Defence Force (CDF) and bring peace to the state. He also questioned the extension of any further agreement with the armed Kuki militants.
As per S.S. Haokip, the militant group helped BJP win the elections in 2015, 2018, 2019, and 2022, and therefore demand Kuki Homeland in Manipur as a prize for their good relation and cooperation during the election. What will another extension of an understanding or agreement with the same militants cost the state, questioned Devabrata, the working President. He also said there shall be a great internal threat to the state.
MPCC also said, had the Union Home Minister taken up steps to confine the Kuki Militants under their designated camps and opened the economic blockade on NH-2, no further unlikely incidents would occur in the valley. The party also asked why is the government so concerned when the residence of Union Minister Dr. Ranjan and the private property of Minister Sushildro when the government overlooks the plight of the Meitei farmers in the periphery of the state. They are unable to proceed with cultivation and other allied activities at their respective agricultural plots as they are often attacked by the Kuki militants with their sophisticated weapons. There are also many Kuki bunkers built on agricultural plots belonging to the Meiteis.
