District Panchayat Parishad Thoubal organized a rally from Khangabok to DC Thoubal Gate on Thursday demanding the release of the pending liabilities for the financial year 2021-2022. They also demanded the state to conduct the 6th General Panchayat Election and hand over power to the panchayat.
Pradhans under the District Panchayat Parishad Thoubal, members and numerous others gathered at the Lala Mandop of Khangabok Khullakpam Leikai around 11 am and began the protest rally along National Highway-102 via Thoubal SP Office and stopped at the gate of DC Thoubal. The security personnel under 2nd OC Sudhir of Thoubal Police Station stopped the members of Panchayat Parishad when they reached DC Thoubal Gate. Later the representatives of District Panchayat Parishad Thoubal submitted a memorandum of their demands and held talks with the DC.
The protestors held placards and demanded "Material Component of Rs.302 Crores under MGNREGS for the Financial Year 2021-22 be released", "Implementation of NEFMS (National Electronic Fund Management System) in the state", "Early Conduct of Panchayat Election", "Empowerment of Panchayat" "Payment of wages to the job card holders of the hills and the valley.
Ex-member of Khangabok Zilla Parishad Member, Kh. Rajmohon said on behalf of DPPT that the Ministry of Panchayati Raj did release Rs. 756 crores on June 23, 2022. Another 100 crores were released after the PRI members protested, and Rs 150 crores for the third time. Together, the state had released Rs. 1006 crore. The state has now Rupees 406 crore yet to be released.
In this regard, Rajmohon has also sought the intervention of the state government to look into the lapses and arrange feasible ways to release the pending liabilities at the earliest.
Heramani, a DPPT representative, said that the District Panchayat Parishad Thoubal called off the protest for the day after the representatives came to terms with Thoubal DC on the latter's assurance. The DC also instilled many new ideas about the scheme, added the representative. However, Heramani continued that the PRI members would resort to strong protest movements in case the state fail to put its words into action.
