The ILP System Presently Imposed is a Toothless Tiger: Phulindro Konsam
Thoubal, 15th May 2022: Phulindro Konsam, Convenor Joint Committee on Inner Line Permit system (JCILPS) said that the ILP System presently imposed is a toothless tiger. And it doesn’t give any protection to the indigenous people of Manipur.
He said the statement above today in a meeting to discuss the underlying principles of the ILP System at Thoubal Awang Leikai Community Hall.
He furthered that the government officially enforced the ILP system on 31st December 2019 through a Gazette notification. People were excited at the enforcement. However, the system has not been able to provide any protection to the native people. The system is useless and full of loopholes. So, the state should take up measures and apply new and stronger laws to ensure the protection of the native people, added the convenor.
He also said that until and unless we identify the native people, we will find it difficult to identify who the outsiders are. Those who settled in Manipur before 1950 will be considered the Native people while those who came to the state after 1951 would be considered outsiders.
Neighboring states like Assam and Mizoram have a clear identification of outsiders, the government should also take up measures to clarify who can be can a native and who can be an outsider.
He also the different systems of ILP prevailing in the state.
Wateppam Second, Co-convener JCILPS, Chingkhei Luwang, Kheiruddin Moijingmayum, and others expressed their worries over the inability of the system to protect the indigenous people. Besides, the indigenous people should adopt a work culture and others of construction and development. While in some other assembly constituencies, non-locals are on the brink of exceeding the indigenous people.
Waikhom Maipak- Secretary Khunnai Kanba Lup and AK Bishwajit- Secretary IPSHA graced the meeting as the President and the Chief Guest respectively. While AK Budhi Devi- Secretary Thoubal Keithel Phambi Lup, and Puyum Jote-Social Worker took part in the meeting as guests of honor.
